My 7 Yr Old Toy Poodle Has A Dislocated Right

My 7 yr old toy poodle has a dislocated right shoulder after being attacked by a pitbull 10 days ago Sunday June 28 2015.

My vet gave me 2 options, a high cost open reduction surgery or a lower, less successful closed reduction procedure. What should I do and what are the average cost of these procedures?
