My 71 Year Old Brother Has History Of Heart Disease.

My 71 year old brother has history of heart disease. Has had one value replaced 5 yrs ago. Diagnosed with CHF. Recently 12/24/16 went to ER with severe congestion trouble breathing elevated heart rate low oxygen rate. Admitted, rec breathing treatments meds intraveniously for infection. Meds caused elevated blood sugar meds administered for that. After several days he responded to treatment but because he could finally on 12/30/16 walk without oxygen insurance co wanted him released. Rehab facility was not approved so he is at my house and on about 14 scripts. Should he be in a rehab facility. Have any of his rights been denied?
