My 80 Yr Old Father Has COPD And Type 2

My 80 yr old father has COPD and type 2 diabetes. He is on 6 L of oxygen 24 hours a day. He only gets up to go to the bathroom. He just started insulin because it couldn’t be controlled with the meds he was taken. He also has a bad hip ( bone on bone). That leg has swollen and his foot/toes are blue. Should he be seen by a doctor immediately. He has a home care doctor.
