My 82 Year Old Father Has Uncontrolled Diabetes And Heart

My 82 year old father has uncontrolled diabetes and heart disease. He will not eat healthier, he has had 3 stents and 2 angioplasties. His doctor said medicare will not pay for open heart. I do not think he should have it but he is blaming Obama. Are there restrictions due to age? I think there should be especially if a person does not make lifestyle changes.
