My 84 Year Old Brother Is Diagnosed With Valvular HD,

My 84 year old brother is diagnosed with Valvular HD, CHF, BPH, and other less major problems. He was very ill about 4 mos ago with pneumonia and CHF with PE. I was visiting them today and was horrified to see his legs. Both legs, grossly edematous, dark red, weeping with at least one split place. He is using Neosporin on the open area, has NOT notified their doctor insisting it isn't serious. I am an older sister, retired RN and worried.
