My 85 Year Old Mother Receives Eye Drops Several Times

My 85 year old mother receives eye drops several times a day for dry eyes. She also has congestive heart failure and poor kidney function, and is on several diuretics to eliminate water. I have noticed that her eyes look smaller and today there was a distinct redness all around the eye - eyelids and above cheekbones. Can this be connected to her congestive heart failure?
