My 86 Year Old Father Has Experienced 2 Episodes Diagnosed

My 86 year old father has experienced 2 episodes diagnosed as TIA's but say the ct scan is clear. His issues are also related to elevated blood pressure. They did not do a ct with contrast just a regular ct. My question is would they actually see blockage and blood flow to the brain if contrast wasn't used.
