My 9 Month Old Was Vommitting Yesterday And Today. Last

My 9 month old was vommitting yesterday and today. Last evening she start d getting a rash on her cheeks and arms. Raised red bumps. Now both cheeks ar very red. Face is swollen. She has NOT had a fever. She had some diarrhea this afternoon. Should we be concerned? She was somewhat lethargic yesterday but mostly normal today.
