My 90 Year Old Mother Has Heart Problem(has A Pacer

My 90 year old mother has heart problem(has a pacer put in already), has hypertension as well. She has been suffering from bulous pemphigoid but cannot take steroid med orally, so was given steroid cream on first application but reacted with swelling on the face and ankles etc. She has stopped. To day, two weeks later, she has developed swollen eyelids and swollen lips. Not sure what to do for her.
