My BP Has Been Difficult To Control Averaging At 160/115

My BP has been difficult to control averaging at 160/115 and for several years I have been taking Losartan 100mg, Bendroflumethiazide 5mg, and just added 4 or 5 weeks ago Atenolol 50mg. Now my BP is averaging out at 86/74. I have been feeling very dizzy lately and wonder if this is too low? I am a 64 year old female.
