My Father Is 93 Yrs Old. He Woke Up This

My Father is 93 yrs old. He woke up this morning with swelling in his left hand & mainly middle finger. Noticed pus filled area located at joint. This evening has welts on his back/arms with small white centers.

Your thoughts if these are bug bites?
Thought perhaps hand swelling due to osteoarthritis.
