My MRI Report Says At C34 There Is Posterior With

My MRI report says at C34 there is posterior with slight inclination to the right disc-osteophyte complex bulge seen slightly indenting the anterior cord surface compromising the right neural exit foramen. Could this be the cause of tingling in my right arm? Does this require surgery? I've already had acdf for c56 c67.
