My Mom Almost 93; The Bottom Portion Of Both Her

My Mom almost 93; the bottom portion of both her legs ice cold; she has swelling there also and a cut which happened last night (immediately treated- cleaned and bandaged for her). Dark purple circle now where cut is. She also just now complained of pain in center of her chest. She has no heart issues and typically low blood pressure. I don't want to take her to hospital if we can avoid. Please advise. What is charge for this?
