My ShihTzu Was Born In 2001. She Has Hepatic Liver

My ShihTzu was born in 2001. She has hepatic liver disease. She also has a heart murmur and takes medicine. She has very bad gums and the vet has pulled a few teeth. I have been told she cannot have anesthesia that she probably would not make it.
I clean her teeth everyday with MaxiGuard Oran Cleansing Gel, but her gums are still really inflamed. Can you give me any help! I do not want to loose my best friend!
