My Almost 2 Year Is Having Dry, Flaky, Seedy/grainy, Stool.

My almost 2 year is having dry, flaky, seedy/grainy, stool. There is no moisture in her stool what so ever. Every time she has a BM she screams.. Im sure if she is in physical pain to have a BM, pain for the rash its causing, or a bit of both. When I go to clean her up it sticks to everything and is very hard to get her cleaned up. Ive been using a warm ( almost hot, but not hot enough to burn) and place over her private are to help unstick the stool. It seems to help a little. What is causing this? and what can I do to help my daughter???
