My Almost 2 Year Old Son Is Circumsised. He Appears

My almost 2 year old son is circumsised. He appears to have a small bump on the head of his penis. Right next to it appears to be a droplet size indent with white stuff inside. He doesnt like it when i go to pull it back to wipe it. I was able to wipe some of the white stuff out and looked closer and noticed what appears to be a indent. Very small to the point at first i thought it was maybe a bug bite, but its still freeky. His urine output hadnt changed. What could this be?
