My Baby Is 18 Months Old And Has Nasal Congestion

My baby is 18 months old and has nasal congestion with cough especially at night when she sleeps. She doesn't have fever or signs of infection. She is active and bottle feed. What would be the best medication to relieve her congestion? I used nasal spray but not enough. How about mucolytics?
