My Balls Are Always Oily. I Shower Once In A

My balls are always oily. I shower once in a day when I don't work a lot. If I work or play outside, I shower twice a day. But even after shower, my scrotum are always oily. They don't smell but no matter how much I wash, they oil stays. And the scrotum skin is kind of feels leather like when I touch it. I take a shower normally with water at normal temperature between 20 to 30 degrees. Sometimes with cold water. It gets rarely itchy. But a lot of sweat.
