My Boyfriend Ha Been Experiencing Dry Flaky Skin On His

My boyfriend ha been experiencing dry flaky skin on his T-zone on his face. It comes on and stays for about a week and he says it "burns like a sunburn. Then it dissipates, the skin starts to slough off (yuck!) and it's like he has new skin again, but it's really red for awhile. Then in a couple of weeks it starts all over again. Is this eczema? He has some patches here and there along his hairline, but nothing as bad as his T-Zone.
