My Brother Got Hit By A Jar And Injured His

My brother got hit by a jar and injured his ankle. The area near the ankle swelled initially but now the swelling is less but the pain has worsened. He's not able to walk properly. Do you think it might have fractured? If not, what should he do to get better soon?
