My Brother Has Had Severe Pain In His Back, Groin

My brother has had severe pain in his back, groin and thigh for 3 weeks and it is getting worse - even with pain meds and muscle relaxers. He went to the dr. Twice and both times he was not given even one test - no x-Rays, urinalysis or cat scan. He has been in a wheelchair to get around. The dr.s think it's a strained back muscle and strained groin muscle. I think they are being negligent by not following up with some medical testing. What do you think?
