My Brother Has Severe Liver Cirrohsis And No One Is

My brother has severe liver cirrohsis and no one is doing anything. It is such a slow process to even get on a list and he is getting more and more symptoms every week. He has had constant diarrhea for 2-3 months, now has a swollen abdomen, severe jaundice, and much more. He has state insurance and everyone is just putting bandaids on this, not even trying to get him for a liver transplant. If he were rich, I'm sure he would immediately be given consideration. What can I do?
