My Brother Is 70 And Complains That He Doesn't Seem

My brother is 70 and complains that he doesn't seem to have enough air in his lungs to finish a moderately long sentence. Our Mother is 93 and has a conjestive heart and circulation issues. Dad died with no heart problems, although he had an enlarged heart(...he was 6' 2" and weighed 245 months before his cancer diagnosis), but died from complications from prostate and bone cancer at 87. Are these observations and facts evidence that my brother might have signs of an early congestive heart condition?
