My Brother Was Attacked By 8 Pitbulls 7/4/2014. His Arm

My brother was attacked by 8 pitbulls 7/4/2014. His arm bite went to the bone. He is 68 & lives in Ca. We had a sheriff call an ambulance. He was given antibiotics & released the next day. He was having hallucinations & taken by ambulance back to ER. He had a collapsed lung & is still not cured of vettigo after therapy. He is in bed under a couples care. The doctors have not found the cause.
He lost 50% hearing in one ear & 90 in the other. Please advise...Thank you, Linda in Fl.
