My Dad Has Recently Gotten Custody Of My 11 Month

My dad has recently gotten custody of my 11 month old sister and its kind of a complicated story but her mother is an alcoholic and claims she didn't drink during the pregnancy but we have a feeling she did at least a little. So my sister hasn't had much of a stable environment or routine and she is now 11 months and is having a lot of trouble with sleeping and eating, she still wakes up every hour or two screaming and crying uncontrollably at night and my dad has had her for a little over a month now and I am worried that the no sleep is affecting both him and her in negative ways; is there anything at all that could help her sleep through the night?
