My Dad Is 88 Years Old. He Woke Up This

My dad is 88 years old. He woke up this morning with red pimples on his legs and arms. None on his back or chest. My dad has chf and is a wine drinker. The doctor said it's his blood and can be his liver, kidneys or heart. They did blood work. Is this serious?
