My Daughter 22years Old Now Had Her Cuspids Exposed With

My daughter 22years old now had her cuspids exposed with no bracket put on about 6 years ago. Can you please tell me how long it takes for these teeth to come forward. I'm concerned her other teeth will be ruined from having braces on so long.Spoke with her current orthodontist and he keeps saying its the roots but yet still no brackets to bring them forward he keeps putting them on and taking them off..My daughter is so frustrated and went for second opinion and this Dr said will cost 5000.00 to fix in a matter of 18 to 24 months I feel other Dr should pay since its his error for not doing it appropriately.. Please help me I need advice..very unhappy
