My Daughter Has Been Getting These Mosquito Bites, And Once

My daughter has been getting these mosquito bites, and once they seem to go away, they come back in the same spot. Only they come back with a rash in the area as well. Her doctor treated her for eczema, but I don't deem that's what it is. I admit I can get a bit paranoid, but it really us starting to worry me. Her whole left arm is covered in what look like bites and a rash. She also has this on her forehead and cheek. What could it be?
