My Daughter Has Irritation Swelling And Pain In Maxillary Frenulum

My daughter has irritation swelling and pain in maxillary frenulum and upper lip and irritation on/in left nostril associated with dry flaky skin but no discharge or dental pain. She thought she had a canker sore in her frenulum but now just red and very painful upper lip. She does not have a fever or any cold symptoms. And no bumps or lesions that look like herpes/cold sore type infection (at this point). I told her to use some bactroban on her nares but this had not helped. What could be causing this?
