My Daughter Has Several Clear, Fluid Filled Bumps Or Pimples

My daughter has several clear, fluid filled bumps or pimples on her thighs. Most are very small but two are larger, 1 or 2 cm diameter. We thought at first they were standard pimples, but they pop and ooze but never heal, and now the very clear surfaces don't look like regular pimples anymore.
