My Daughter Has What Look Like Tiny Pin Holes On

My daughter has what look like tiny pin holes on both sides of the hard palate in her mouth. It hurts to speak and swallow. We have had croup and cough at home, but her pain is forward on the hard palate. No white sores or bumps. Just little holes. What could it be?
