My Daughter Is 10months Old,she Has Been Wearing A Brace

My daughter is 10months old,she has been wearing a brace for hip displaycia for the last 5 weeks,my question is should this have been found before we left the hospital when the doctor checked her,or when the health nurse checked her at 2 and 6 weeks old?
