My Daughter Is 19 Years Old And Has Red, Raised,

My daughter is 19 years old and has red, raised, bumps all over her arms, hands, legs, and feet. They are itchy, not warm to touch and are multiplying. She has never had chicken pox but doesn't have a fever. She also was at a sleep away camp so we thought it might be bed bugs but they are only on her arms and legs.
