My Daughter Is 21 Years Of Age, Recently She Broke

My daughter is 21 years of age, recently she broke out all over her skin, mainly on her breasts, her sides, legs and arms, with bumps that are raised, itchy and small dark and round. She was first told that she has cellulitis, then scabies, and now eczema, but none of them are correct and we have no idea what to do. We have taken photos to try and get some answers from the internet, but so far nothing. We are spent, can you please advise? or offer a suggestion?
