My Daughter Is 3 Yes. She Is Suffering From Allergic

My daughter is 3 yes. She is suffering from allergic cough n fever Dr suggested me to give ambrolite 2s thrice a day, planokuf D once daily for 5 days. Before 8 months Dr gives her nebulizer with budesal .5mg thrice daily for this same problem and now he suggested for huf puf kit with budecort 100 mg inhaler 1 puff 4 times a day till 26 the Dec. Is this safe for my kid or she would be habitual wid this inhaler. I am very tensed Dr plz suggest me what to do.
