My Daughter Is 4yrs Old. She Keeps Suffering From Cold

My daughter is 4yrs old. She keeps suffering from cold n cough very often like every month. It starts with either dry coughing or cold and than in 5 to 6 days gets converted to wet cough.
This time she got infected with severe chest congestion for which she had.to be nebulized twice a day with asthalin and budecort along with antibiotic augmentin. Paediatrician prescribed mantoux test and xray. MT TEST showed reading of 12mm and xray was clear after all above medication. She has put her on TB medication. However for a second opinion we visited a chest specialist who diagnoised it as NOT TBbut childhood asthama and has asked us yo give budecort twice a day for a year. We are highly confused. Please help.
