My Dog Has Very Scaly And Dry Skin. He Is

My dog has very scaly and dry skin. He is a 2 yr old standard poodle. His thyroid is normal and does not appear to have Cushings or Addison's according to lack of symptoms. He has had weepy eyes and ear problems at the times this has happened. Allergies seems to be the prob but the snow like flakes are awful. No smell or mites seen either. Any thoughts?
