My Dog Keeps Scratching The Floor, Carpets, Furniture And Rubbing

My dog keeps scratching the floor, carpets, furniture and rubbing his body and face on everything. He seems agitated. I sometimes see him stretching his back legs out when he walks. I've had him to my Vet and they cannot find anything wrong with him other than mild arthritis. They put him on steroids but they make him hyper. I don't know what to do. Is there something over the counter I can give him for pain? I've started giving him treats that are for his bones and joints. They seemed to work briefly but no longer.
