My Ear Feels Like There Is Fluid Build-up...crackling And Popping

My ear feels like there is fluid build-up...crackling and popping and I can hear my heart pumping. There is no discharge and no fever, so I don't think there is an infection. I understand there re OTC remedies to relieve these types of symptoms, but I take medications for hypertension... can you recommend an OTC remedy to see if I can clear this problem up?
