My Ears Are Blocked But There Is No Wax, Feel

My ears are blocked but there is no wax, feel like i have a head cold but i don't. excessive dry skin and loss of hair and i just found white chips of something coming out of my faucet. I have town water not a well. Can these symptoms be related to whatever is in my water
