My Eyelids (by The Eye Lashes) Are Red And Itchy

My eyelids (by the eye lashes) are red and itchy at times. Extremely itchy. When I wake up each morning I have crusties in the outer/inner corner of my eyes. My eyes are also bloodshot all the time. The eyelid is not dry except by the eyelash itself. They get watery in windy conditions. I am deployed in Afghanistan, so seeing an optometrist is not that easy. I took something a couple years ago and it worked great. It came in a little metal tube and I had to squeeze a thin ribbon of it along my inner eyelid by the eyelash. This worked great when when I had these symptoms, but I ran out and I don't remember what it was called. The solution that went on my eyelid resembled a thick clear oily jelly. I need help with the condition or an idea of what that product was.
