My Eyes Have Been Watering On And Off For Over

My eyes have been watering on and off for over a few weeks. They lids and under my eyes it appears slightly swollen, wrinkled and irrated. Today they are itchy. I just took a Benedryl to see if that helps relieve the itchiness.

I have tried eye drops without success for the watering. Not sure what to do to remedy the problem? If the problem presists should I see my primary care doctor or an eye doctor ?
