My Father Had A Pacemaker Put In 3 To 4

My father had a pacemaker put in 3 to 4 weeks ago and was that his heart is only functioning 20% and has had trouble breathing and fluids in lungs of which was hospitalized and seem to have clear his lungs but is now trouble again. I am seeking a second opinion at St. Lukes in Houston, is there possible improvment?
