My Father Had Hernia Operation. After The Surgery He Shows

My father had hernia operation. After the surgery he shows no pain but signs of swelling in his ankles/feet. When pressed it leaves an indent and slowly resume shape. What should we do? Is it heart kidney failure or side effect of fluid retention. No blood pressure after his weight loss period. He was not given much IV fluids either.
