My Father Has Fluid Build Up In His Legs And

My father has fluid build up in his legs and is now having panic attacks. He had open heart bypass surgery 9 years ago and is now on a water pill to try to reduce the swelling. He is 93. Can fluid retention cause panic attacks? He is not an anxious person.
