My Father In Law Has A Diagnosis Of Heart Failure,

My father in law has a diagnosis of heart failure, high blood pressure and has only about 25% lung capacity. He breathes heavy, spits up gunk often sleeps irregularly, drinks and smokes and eats more sugar than he ever has. In the last week his largely bloated stomach has grown considerably. Should I take him in? Is his heart failure flaring up for lack of a better term?
