My Father In-law Is Dying From CHF. If MD's Know

My father in-law is dying from CHF. If MD's know it means FAILURE ultimately why bother with medical interventions like Pericardial (minor cuts) for drain with tube insertion, tap off of lung fluid just to wait and get results like kidney failure or eventual heart failure on a tired or failing heart?
