My Father Is Diabetic And Over The Past Few Days

My father is diabetic and over the past few days has developed a red rash on his upper legs moving toward his groin, behind both knees and on both ankles. It is not itchy or painful to him. My mother states it looks like a bad sunburn but it appears to be under the skin. No change in meds, laundry detergent or soap.
