My Friend Got An Electrical Shock In Her Hand, When

My friend got an electrical shock in her hand, when handling wires of a computer - the father turned the PC on while they were still busy. They had to hold the wire for a bit to avoid it dropping to the face. Now the skin of the hand tingles and fingers are numb. Her hand feels cold from the center of her palm to her wrist.
Any advice?
