My Friend Has A 13 Month Old Who Cannot Walk,

My friend has a 13 month old who cannot walk, sit up or crawl, her eyes are very dark and she slightly resembles Down Syndrome but has been tested for this and doesn't have it. She cannot eat solid foods either or talk. Doctors haven't been able to provide a diagnosis despite testing.
